International Agreements

The Ministry of Natural Resources and Environmental Protection attaches great importance to signing and implementing international agreements in the area of environmental protection, first of all, with our neighbors sharing our natural sites and territories.
To date the Republic of Belarus has signed five international and nine interdepartmental bilateral agreements in the area of environmental protection:

  1. Agreement between the government of the Republic of Belarus and the government of the Latvian Republic on cooperation in the area of environmental protection (signed and came into force on 21 February 1994 in Minsk);

  2. Agreement between the government of the Republic of Belarus and the government of the Russian Federation on cooperation in the area of environmental protection (signed and came into force on 5 July 1994 in Smolensk);

  3. Agreement between the government of the Republic of Belarus and the government of the Russian Federation on cooperation in the area of rational management and protection of transboundary waters  (signed on 24 May 2002 in Minsk and came into force on 25 October 2002);

  4. Agreement between the government of the Republic of Belarus and the Cabinet of Ministers of Ukraine on common use and protection of  transboundary waters  (signed on 16 October 2001 in Kiev and came into force on 13 June 2002);

  5. Agreement between the governments of Belarus, Poland and Ukraine on establishment of a transboundary biosphere reserve “Western Polesye” (signed on 28 October 2011 in Kiev).


  1. Agreement between the Ministry of Natural Resources and Environmental Protection of the Republic of Belarus and the Department of Environment of the Republic of Moldova on cooperation in environmental protection (signed on 23 December 1994 in Chisinau);

  2. Agreement between the Ministry of Natural Resources and Environmental Protection of the Republic of Belarus and the Ministry of Environment of the Republic of Bulgaria on cooperation in environmental protection (signed on 24 October 1995 in Sofia );

  3. Agreement between the Ministry of Natural Resources and Environmental Protection of the Republic of Belarus and the Ministry of Environment of the Lithuanian Republic on cooperation in environmental protection (signed on 14 April 1995 in Minsk);

  4. Agreement between the Ministry of Natural Resources and Environmental Protection of the Republic of Belarus and the Ministry of Environment of the Slovak Republic on cooperation in environmental protection (signed on 8 July 1997 in Bratislava);

  5. Agreement between Vitebsk and Mogilev Oblast Committees for Natural Resources and Environmental Protection and the State Committee for Environmental Protection of Smolensk Oblast on cooperation in environmental protection (signed on 21 December 1998);

  6. Agreement between Vitebsk Oblast Committee for Natural Resources and Environmental Protection and the State Committee for Environmental Protection of Pskov Oblast on cooperation in environmental protection (signed on 28 April 1999);

  7. Agreement between the Ministry of Natural Resources and Environmental Protection of the Republic of Belarus and the State Committee for Environmental Protection of Bryansk Oblast on cooperation in environmental protection (signed on 21 June1999 in Minsk);

  8. Agreement between the Ministry of Natural Resources and Environmental Protection of the Republic of Belarus and the Ministry of Natural Resources of the Russian Federation on cooperation in subsoil management (signed on 14 March 2000 in Minsk);

  9. Memorandum of understanding on cooperation in environmental protection between Ministry of Natural Resources and Environmental Protection of the Republic of Belarus and Ministry of Environmental Protection of the Republic of Serbia (signed on 10 October 2007).
