The 10th session of the joint Belarusian-Russian commission on the protection and rational use of transboundary water bodies in Gomel on 23-24 May 2018

On 23-24 May 2018 Gomel played host to the 10th session of the joint Belarusian-Russian commission on the protection and rational use of transboundary water bodies. 

During the meeting the commission considered the following issues: 

1. Water quality and the status of water ecosystems of transboundary water bodies in the Dnieper and Western Dvina river basins. 
2.  Water resources management in the Dnieper and Western Dvina river basins. 
4. Results of the interlaboratory diagnostic analyses and practical seminars on the Dnieper and Western Dvina river basins for specialists of the laboratory services of the Republic of Belarus and the Russian Federation. 
5. Transboundary groundwater monitoring in the Dnieper and Western Dvina river basins. 
6. Progress in the efforts to improve the mechanisms of interaction in the joint management of the Dnieper River basin. 
7. Plans of action of the working groups of the commission in 2018. 
8. The agenda, time and venue of the 11th meeting of the commission. 

On the whole, the hydroeconomic situation on transboundary water bodies in the Dnieper and Western Dvina river basins remained stable in 2017. There were no incidents of flooding of households or economic entities. Nor there were any significant changes in the levels of the rivers. Spring floods and summer floods on transboundary water bodies in 2017 did not have a negative impact households and economic entities of the Republic of Belarus and the Russian Federation in 2017. There was no deficit of water resources for households and economies entities in the Dnieper and Western Dvina river basins. 

No emergencies on transboundary water bodies in the Dnieper and Western Dvina river basins were reported in 2017. 

According to the monitoring, the water quality and the status of the water ecosystems of transboundary water bodies in the border cross sections of water bodies in the Dnieper and Western Dvina river basins remained stable in recent years. 

In 2017, the Republic of Belarus and the Russian Federation stepped up transboundary monitoring of the groundwaters in the Dnieper and Western Dvina river basins. The parties exchanged hydro-geological information on the characteristics of the observation stations, including the maps of observation network to monitor groundwaters, hydrogeologic sections; passports of wells and indicators of transboundary monitoring underground water bodies. 

During the reporting period, the parties finalized the formats of information exchange for monitoring transboundary underground water bodies. 

The commission noted the successful work of the working groups on the Dnieper and Western Dvina river basins in 2017, and the practical results of seminars for specialists of laboratories carrying out water quality monitoring of transboundary water bodies. 

The meeting of the commission was held in an atmosphere of friendship and mutual understanding, which creates favorable conditions for further cooperation between the Republic of Belarus and the Russian Federation in the field of protection and rational use of transboundary water bodies. 

The members of the commission signed a protocol at the end of the meeting.
