Belarusian Prime Minister Aleksandr Turchin signed the resolution to approve the Belarusian government action program for 2025-2029, BelTA learned from the press service of the government.
The program consists of three sections. The first one envisages steps to increase the sustainability of the economy. The main objectives are to reduce (eliminate) subsidies in the housing and utilities services and transport, introduction of differentiated payment for overconsumption of utilities services, ensuring debt sustainability (gradual reduction of debt load), creation of favorable conditions for investment and improvement of the business environment.
The second section is about the priority areas of social and economic policy. In terms of human potential development, the main tasks are to revise the family support system (emphasis on its targeted approach), reproductive health (two free IVF attempts), modernization of the education system, improvement of accessibility and quality of healthcare. In terms of measures to improve the living standards the program suggests providing the population with affordable rental housing (including the buy-out option), increasing connectivity between regions, and improving urban environment. In order to develop the services sector, the government will promote tourism (creation of 70 regional tourist information centers, renovation of hotels and sanatoriums to meet international requirements), improve the quality of consumer services, and promote domestically produced goods.
As for digitalization, the main tasks include the development of a digital state, development and use of software. For technological self-sufficiency, the government faces the tasks of ensuring the advanced development of high value-added industries, high-tech activities, increasing the level of localization of industrial products.
In the “each region uniqueness” section, the main tasks comprise the development of intra-regional agglomerations and satellite cities, expansion of the application of precision farming technologies. The main tasks of the “ecology and rational nature management” area include digital transformation of forestry, ensuring the safety of nuclear waste, development of the waste management system, expansion of the use of secondary material resources.
The third section is the development of export potential. Among the major tasks here are qualitative growth and diversification of exports, financial and non-financial support of exporters.The resolution enters into force on the date of its adoption.
The Belarusian government action program for 2025-2029 was adopted by the House of Representatives on 7 May.
